This is very cheap — the last few months, AZAL and Ukraine Airlines had this for about $560. We have never flown AZAL, but here are the reviews from Airline Quality. They are generally positive.
AZAL flies Airbus A340 widebody planes between New York and Baku and Airbus A319 between Baku and Tel Aviv. This fare does not earn any miles, just cheap ticket to Tel Aviv.
AZAL only service New York three times a week on the outbound – Monday, Thursday and Saturday. The fare states that a stopover in Baku is permitted — we have not try to see whether or not inventory actually exist for a stopover. If you do manage to price a stopover, be mindful that getting a visa for Azerbaijan is a very long process.

The Azerbaijan Airlines website seems to suggest that US citizens flying from JFK will be able to get a visa on arrival in Baku: http://www.azal.az/en/information/travellers
“US citizens traveling to the Republic of Azerbaijan with AZAL’s New York – Baku direct flights will be able to obtain short stay single entry visas at the visa section of the Consular Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan at the Heydar Aliyev International Airport of Baku, upon arrival.”
What “short stay” means I cannot say. Since Azerbaijan Airlines is 100% owned by the government of Azerbaijan, I assume that this information is official, but probably worth verifying in some way.
I found an official web verification of visa on arrival for US citizens using the direct JFK-Baku flights:

Short stay is defined as 30 days or less.
Leisure visits require a hotel reservation, not a mandatory invitation letter from an Azerbaijani citizen. Other details given, along with specifications of other types of visits. The $160 fee however remains.
@Niels – you do not need a visa for transiting such as this.
I agree you don’t need a transit visa, but it seems that Azerbaijan is specifically allowing short (30 day or less) single-entry visas to be made available on arrival for US citizens using the direct flights from JFK.
This would seemingly make a stopover possible without the onerous visa application process you’ve mentioned in the header.
Heads up, Air Canada is running a deal to TLV from SFO for $800 in late Oct as well. Not as good of a sale as the one from NY, but not too shabby for us west coasters
